At the 6th Regional Meeting of Ministers in charge of Mining in 2021, the Member States representatives acknowledged the uneven progress in implementing the RINR’s six tools. Recognising the imperative for an in-depth evaluation, the Ministers recommended the establishment of an ad hoc Commission to

assess the precise implementation of the six tools in each member state.
In response, a dedicated sub-committee was created to review the status of implementation and propose updates to strengthen the framework’s effectiveness and relevance. This evaluation builds on the mandate given to the sub-committee by the ministerial meeting to systematically assess how the six tools have been operationalised across all 12 ICGLR Member States, what barriers and enablers for their implementation exist, and how the RINR can adapt to current regional dynamics.
